Improving monitoring of the Means of Implementation for water and sanitation
Means of implementation (MoI) for SDG 6 While the notion of is quite comprehensive (see box 1), its translation into the SDG global monitoring framework is narrowed to a few specific MoI areas per Goal. For SDG 6: Ensure availability and sustainable management of water and sanitation for all, two of the eight targets are formulated as MoI Targets:
- Target 6.a addresses international cooperation, and
- 6.a.1. Amount of water- and sanitation-related ODA for water- and sanitation-related activities and programmes that is part of a government coordinated spending plan
- Target 6.b focuses on local participation to improve water and sanitation management.
- 6.b.1. Percentage of local administrative units with established and operational policies and procedures for participation of local communities in water and sanitation management
The World Health Organization (WHO), through the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS), is responsible for global monitoring and reporting on the indicators for Targets 6.a and 6.b, 6.a.1 and 6.b.1 respectively, in collaboration with the Organisation for Economic Co-operation and Development (OECD) and United Nations Environment Programme (UNEP).
